Luke is a senior civil servant with over 15 years’ experience in strategic policy development, programme delivery, and change management, mainly in the Justice sector. Luke has a track record in a number of senior leadership roles, in Government Departments and in Executive Agencies and NDPBs, including at the Youth Justice Board.
With an in depth understanding of central Government and experience of working closely with Ministers on a range of high-profile issues Luke has played a lead role in delivering change in complex and challenging delivery environments across the Justice system and has particular strengths in stakeholder management, service design, multi-agency partnership working, performance management, and commissioning and contract management.
