31 January 2005 Ensuring that young people feel they fully understand the ramifications of giving their consent and also feel empowered to refuse it, requires a greater investment in informing young people about their rights before they are in situations in which they are being asked to give it The concept of privacy is barely recognised in this document and the balance between on the one hand safeguarding young people's well-being and on the other ensuring and respecting rights to privacy needs to be part of the balance of considerations within any future guidance.
