Noa Holt is a Senior Regulation Manager in the Quality, Compliance and Interventions

team at the Office for Students (OfS), the regulator for higher education in England. Noa leads quality compliance assessments and projects that support the OfS's role in assuring the quality of higher education and protecting students' interests. Since joining the OfS, Noa has worked across policy, strategy and regulatory teams, contributing to areas including access and participation, disability and mental health policy, and organisational strategy. Before joining the OfS, Noa held a number of student leadership and governance roles at the University of Nottingham Students' Union, serving as Vice President for Equity, Diversity and Inclusion, Gender Equality Representative, Trustee and Chair of the People, Culture and Inclusion Subcommittee. Noa is particularly passionate about advancing equity and improving access to opportunities and support for young people. This includes a focus on ensuring that services, institutions and decision-making processes are shaped by and responsive to the needs of underrepresented and underserved communities.
